外國(guó)人來(lái)華工作許可是中國(guó)政府對(duì)外國(guó)人申請(qǐng)到中國(guó)工作實(shí)行統(tǒng)一準(zhǔn)入標(biāo)準(zhǔn)和審批監(jiān)管的全新制度，是對(duì)原有制度的改革和完善。改革重點(diǎn)實(shí)現(xiàn)五個(gè)統(tǒng)一：
統(tǒng)一管理職能，實(shí)行權(quán)責(zé)一致。外國(guó)人來(lái)華工作由原申辦外國(guó)專家證、外國(guó)人就業(yè)證改為統(tǒng)一申辦《外國(guó)人工作許可證》，我省統(tǒng)一由市(州)外專部門進(jìn)行辦理。
統(tǒng)一評(píng)價(jià)標(biāo)準(zhǔn)，實(shí)行分類管理。制定了《外國(guó)人來(lái)華工作分類標(biāo)準(zhǔn)(試行)》，綜合運(yùn)用計(jì)點(diǎn)積分制等政策工具，來(lái)華工作外國(guó)人員分為高端人才(a類)、專業(yè)人才(b類)以及其他人員(c類)。設(shè)計(jì)了積分要素計(jì)分賦值表，達(dá)到85分認(rèn)定為a類，60分以上為b類，60分以下為c類。
統(tǒng)一申請(qǐng)條件，規(guī)范精簡(jiǎn)材料。簡(jiǎn)化歸并申請(qǐng)材料，實(shí)現(xiàn)信息互聯(lián)互享，提交材料的數(shù)量壓縮了近一半。
統(tǒng)一審批流程，實(shí)行一網(wǎng)辦理。使用全國(guó)統(tǒng)一的“外國(guó)人來(lái)華管理服務(wù)系統(tǒng)”，實(shí)現(xiàn)網(wǎng)上申報(bào)、過(guò)程留痕，讓數(shù)據(jù)網(wǎng)上行，讓企業(yè)少跑路。
統(tǒng)一證件名稱，實(shí)行一號(hào)管理。全新的《外國(guó)人工作許可證》，給予外國(guó)人一人一碼，終身不變，動(dòng)態(tài)管理記錄外國(guó)人工作、信用等。
